General Administration

The department is headed by the Secretary Administration. It is composed of various units that provide critical support to the technical departments.

It is mandated to process financial transactions through Integrated Financial Management Information System (IFMIS) in accordance with the Public Finance Management (PFM) Act.

Functions of the Accounts Unit:

  • Maintain proper books of accounts.
  • Ensure timely processing of payments.
  • Provision of quality and timely accounting services.
  • Ensure timely request and receipt of exchequer to facilitate prompt settlement of payments.
  • Monitor expenditure and progress of donor funded projects.
  • Ensure tax and other regulatory compliance in relation to PAYE, VAT and Withholding Tax.
  • Preparation and submission of financial reports.
  • Respond to audit queries and any financial matters as and when required.
  • Management of cash flow.
  • Maintain proper imprest register and ensure conformity with regulations.
  • Secure financial documents and ensure they are safe and properly kept.

This unit is mandated with coordination, organisation and management of administrative service.

Functions of the Administration Unit:

  • Coordination, development and implementation of policies, projects and programmes.
  • Timely response to public complaints.
  • Spearhead the fight against corruption .
  • Implementation of commitments on National Values and Principles of Governance.
  • Custodians of Ministry’s records and assets.
  • Improvement of work environment.
  • Management of transport.
  • Coordinate the state department's activities.

The Central Planning and Projects Monitoring Unit(CPPMU) mandate is to provide advice in the Planning process, Policy formulation and Monitoring & Evaluation of projects to ensure national development goals are realized.

Functions and Roles of CPPMU:

  • Coordinate the formulation, implementation and review of national and sectoral development plans, policies and strategies.
  • Ensure linkages between the national and sectoral policies, plans and budgets.
  • Monitor, evaluate and report progress on implementation of the national development Blueprints, policies, programmes and projects.
  • Develop, coordinate, implement and report on the Ministry/State Department Strategic Plan and Performance Contract.
  • Uploading, updating information and generating Ministry/State Department projects/programme reports in the Electronic National Integrated Monitoring and Evaluation system (e-NEMIS)
  • Conduct sector-specific economic analysis and research on topical and emerging socio-economic issues to inform policy formulation and planning.
  • Ensure conformity to norms and standards on economic development planning.
  • Prepare periodic sector-specific progress reports.
  • Conduct impact assessment of Ministries and State Departments Programmes and Projects.
  • Updating and maintaining a Knowledge Management Repository.
  • Coordinate implementation of international commitments, regional integration issues including Sustainable Development Goals (SDGs) and African Agenda 2063 and economic partnerships.
  • Secretariat to project committees and enforcing compliance to Public Investment Management(PIM) guidelines.
  • Ensure timely, efficient and effective implementation of programmes and projects.

The Finance Unit manages the State Department's financial resources and ensures financial stability and sustainability.

Functions of the Finance Unit:

  • Formulation and overall oversight of the State Department’s budget.
  • Ensure adherence to Chapter 12 of the Constitution, PFM Act and regulations.
  • Manage and spend public resources efficiently and transparently to improve service delivery.
  • Implement and monitor fiscal and financial policies and regulations.
  • Coordinate the implementation of the fiscal framework to guide preparation of the budget.
  • Coordinate preparation of budget, work plans, procurement plans and cash flow projections which are anchored on the Ministerial Strategic Plan.
  • Assist the departments, directorates and SAGAs develop their capacity for efficient, effective and transparent financial management through the annual work plans, procurement plans and cash flow projections.
  • Assist departments, directorates and SAGAs to develop their capacity for efficient, effective and transparent financial management in consultation with the Accounting Officer.
  • Promote transparency, effective management and accountability with regard to public finances in the State Department.
  • Issue guidelines to departments, directorates and SAGAs entities with respect to financial matters and monitoring their implementation and compliance.
  • Minimize financial risks and support the State Department's long-term financial sustainability.
  • Issuance of Authority to Incur Expenditure (AIEs) through the Intergrated Financial Management Information System (IFMIS) to departments.
  • Monitoring expenditure of the State Department.
  • Preparation of quarterly expenditure forecasts as a basis for discussion with the National Treasury to release funds.
  • Track all development projects and programmes in liaison with Central Planning and Monitoring Unit (CPPMU).

The Human Resource Management and Development unit is mandated with the seamless and effective application of Human Resource policies and processes in the State Department.

Functions of the HRMD Unit:

  • Planning for the human resource requirements.
  • Management of recruitment, compensation, maintenance and separation of human resources.
  • Implementation of human resource management policies, rules and regulations.
  • Coordination of development and review of Schemes of Service administered by the State Department.
  • Implementation of performance management.
  • Identification of skills requirements.
  • Formulation and implementation of the human resource development plan.
  • Coordinate the implementation of training programmes.
  • Coordination of internship/industrial attachment programmes.
  • Monitoring and evaluation of training programmes.

The Information Communication Technology Unit is mandated with providing ICT services and maintenance of ICT systems in the State Department.

Functions of the ICT Unit:

  • Implementation of the national Information Communication Technology policies (automation/digitization, security, innovation, software development, obsolescence among others).
  • Provide strategic leadership in Information Communication Technology to the State Department.
  • Development, implementation and monitoring of ICT strategy.
  • Implementation of the e-Government strategy.
  • Servicing & maintenance of ICT equipment and Infrastructure.
  • Management of data security and ICT infrastructure.
  • Undertaking of systems design and development.
  • Capacity building within the state department on relevant information communication technologies.
  • Update the standards/Specifications for ICT services/equipment. To ensure compliance to the approved ICTA standards in the acquisition of ICT services and procurement of ICT equipment.
  • Create awareness among staff on emerging ICT trends and good security practices through trainings.
  • Develop and Maintain a website for the State Department.
  • Coordinate creation and administration of official email addresses.
  • Undertake ICT equipment and network connectivity audit/assessment.
  • Coordinate the procurement of ICT services and equipment within the state department.

The Internal Audit’s mandate is to evaluate the State Department’s internal controls to ensure compliance with laws and regulations and help maintain accurate and timely financial reporting and data collection.

Functions of the Internal Audit Unit:

  • Review the governance mechanisms of the State Department and mechanisms for transparency and accountability with regard to its finances and assets.
  • Conduct risk-based, value-for-money and systems audits aimed at strengthening internal control mechanisms that could have an impact on achievement of the strategic objectives of the State Department.
  • Verify the existence of assets administered by the State Department and ensure that there are proper safeguards for their protection.
  • Provide assurance that appropriate institutional policies and procedures and good business practices , adhering to Chapter 12 of the Constitution and the PFM Act, are followed by the State Department.
  • Evaluate the adequacy and reliability of information available to management for making decisions with regard to the State Department and its operations.

The supply chain management unit as per the Public Procurement and Asset Disposal Act 2015, revised 2022 and Regulations 2020 is mandated with the following functions:

  • Acquisition of goods and services.
  • Disposal of idle assets.
  • Asset and stores management.
  • Provision of advice on procurement-related matters.
  • Coordinate the preparation of Annual Procurement Plans.
  • Management of contracts, framework contracts and leases.
  • Quarterly reporting on Government procurement reservations (women, youth, people with disability, buy Kenya, build Kenya)
